There's plenty of disgruntled Republican talk about incompetence in the Bush Administration these days, but what about a Congress with a clear majority in both houses that can't beat a lame duck President with a job approval rating that never budges above 39%? This is unbelievable: Democrats Bow to Bush's Demands in House Spending Bill. Compare that with the Gingrich Congress that forced Clinton to sign welfare reform and blocked Hillarycare. Setting aside the substance of any question, as a pure political matter, has there ever been a more incompetent Congress?
