Because we made a treaty at the close of the Spanish-American war by which we'd have a portion of the island in exchange for protecting Cuba from European invasion. By letting Cuba fall to Russian control, we failed to live up to the treaty, ergo, we have no claim to Gitmo at all. Heh.
