Israel: gives up element of surprise, warning civilians to flee hours or days in advance of attacks, and aiding the refugees harmed by its activities. Targets sites where rockets are known to have been and Hezbollah command & control centers.
Hezbollah: loads its rockets with ball bearings and shrapnel (photos here --scroll down) and lobs them into civilian centers for no strategic end whatever --just to murder as many people as possible.
