Their government, anyway. What precisely is the point of playing all nice-nice with the Vatican, and then abruptly doing the opposite of what you've promised by ordaining schismatic bishops? By participating, all four bishops involved --the two newbies and the ones who did the ordaining-- have excommunicated themselves.
UPDATE: Zadok the Roman has the strongly worded statement from the Vatican (in Italian), plus this Reuters report, which gives the gist. The question of coercion raises the possibility that the four might not actually be excommunicated. Heck, depending on the circumstances, the two newbies possibly might not be ordained, as that question depends upon the intention of the bishop doing the ordaining.
