Who Wants To Opt Out?

It occurred to me the other day that if the Left is serious in opposing the anti-terrorist wire-tapping program, perhaps we should allow them to opt out of the program? Let the NSA listen in on terrorists plotting in Red States, but leave them alone in the Blue States? The AG seems to have been reading my mind, because in a speech on Thursday he said

I’ve noticed that through all of the noise on this topic, very few have asked that the terrorist surveillance program be stopped.
